The 22-year-old defender had an impressive season in Italy last year and his performances have attracted the attention of the Premier League club.
Apparently, Atalanta are keen on signing the defender as well, and the player prefers a move to the Italian club.
The report from Calciomercato does not mention the specific details of the bid from Tottenham and it remains to be seen whether the Londoners can convince Bologna to sell the 22-year-old this summer.
It is no secret that Spurs will have to improve their defensive options this summer and Tomiyasu could prove to be a quality long-term acquisition.
